Edit: switching from full screen to borderless window and back seems to have fixed the issue. I had the same problem. I just turned 4K off and the colors were so much deeper. It is a bug with auto HDR from windows, disable it and it will have use it's own HDR scaling without washed colours.

Ex-act is far more efficient and lets you maintain constant charges once you’ve gotten used to doing it all the time. Just practice learning the timing of when to pull L2 after pressing the attack button. Your command moves get altered when you have exceed charges: Streak, High Roller, Calibur, Shuffle, etc.

In general, fullscreen gives better performance—how much depends on the game. It gives the game exclusive control of the screen output, dedicating all resources to it. Borderless window essentially lets you alt-tab faster, since the game effectively runs in windowed mode, with borders expanded to cover the whole screen.
I was able to circumvent the issue by setting my game to windowed when planning on multitasking, placing it on my second screen. THE MOST IMPORTANT PART: do not cross your mouse through the window as this will cause the game to lock up. You will be able to use chrome, open other apps, etc while still controlling the game.
